Within the scope of technical assistance project “Developed Analytical Basis for Formulating Strategies and Actions Towards Low Carbon Development”, which is co-financed by the EU and the Republic of Turkey, the Third Working Group (WG) Workshop to discuss initial expert findings regarding barriers and opportunities towards low carbon development in Turkey was held on January 30, 2018 at Bilkent Hotel in Ankara, Turkey.
Over 60 project stakeholders, representing relevant governmental agencies, NGOs and private sector attended to the workshop.
Mr. Mehrali Ecer, on behalf of the Ministry of Environment and Urbanization (Beneficiary Institution) welcomed the participants and commenced the workshop by making an opening speech.
Dr. Mykola Raptsun, Team Leader, provided brief overview on the methodology used for barriers and opportunities analysis. Dr. Aslı Özçelik, the Technical Lead of Component 1, presented information on the specific Component’s activity, as well as on the objectives, agenda and tasks of the Workshop.
International and national experts presented their initial findings about barriers and opportunities, existing on the way to low carbon development (LCD) for project target sectors, including buildings, solid waste and transport sectors.
Following to the presentations made by the experts, sectoral sub-groups came together to discuss presented initial findings and to get comments and contributions from the project stakeholders. The stakeholders have discussed and further developed sectoral matrices, identifying existing barriers towards LCD, as well as relevant political instruments/tools for their removal. Rounded table discussions were moderated by the experts. Participants also were informed that the prepared conclusions & recommendations will be reflected to Barriers and Opportunities report.
