Opening conference for Technical Assistance Project for Developed Analytical Basis for Formulating Strategies and Actions Towards Low Carbon was held on 24 October 2017
“Technical Assistance Project for Developed Analytical Basis for Formulating Strategies and Actions Towards Low Carbon Development” to increase national and local capacity to prepare for medium and long term climate action towards climate resilient low-carbon development, which will gradually align with EU climate policy and legislation by providing an analytical basis to support realization of low carbon in long term, specifically focusing on cos- effective climate change mitigation actions related to building, waste, transportation and agriculture sectors of the National Climate Change Action Plan (NCCAP); is aiming to revise present strategies related to Climate Change; to prepare regulatory and sectoral impact assessment for EU climate acquis; to determine the cost and emission mitigation potential of the actions specified within the building, transportation, agriculture sectors by TAT team; to develop analytical basis for possible strategies and actions ensuring green growth in the long term.
The Opening conference of the Technical Assistance Project for Developed Analytical Basis for Formulating Strategies and Actions Towards Low Carbon Development, whose objectives and results are explained above, was attended by the public institutions and organizations, local governments, private sector, international organizations, NGOs, academicians, and media representatives. The number of the participants was over 100. In the conference, on behalf of MoEU, Deputy Director General – Mr. Adnan Tan; on behalf of EU Delegation, Vice President of Economic and Social Development -Tibor SZTARICSKAI made their opening speeches.
In his opening speech, Mr. Adnan Tan stated that the work done in Turkey in the field of sustainable low carbon development will increase on the world scale and emphasize that we are faced with unusual weather events every year and the effects of this climate change on the economy of the country. Mr. Tan said that sustainable and balanced model of the low carbon development is green growth and that we should use our climate resource cost-effectively. He underlined that they are aiming to prepare the Local Climate Change Regulation by completing their local climate change studies in Turkey within the scope of the targets determined until 2023, Tan concluded his speech by emphasizing the slogan " let’s change ourselves without changing the climate" and stated that this slogan should be adopted by all.
In his opening speech, Mr. Tibor Sztaricskai stated that European Union low carbon development approach is primarily for environmental structure, and that they have adopted greenhouse gas reduction as a mission, and that they indicated that they target 80% reduction in low-carbon economy roadmap by 2050 compared to 1990’s. he emphasized that these and similar targets are valid for all sectors and that solutions can be reached in this way along with developing technology. Sztaricskai underlined that greenhouse gas emissions do not negatively affect the economic development of Member States, especially after the Paris Agreement, and stressed that the EU supports Turkey in terms of its work in these areas.
In the opening meeting, the project team leader Mr. Mykola Raptsun explained the business plans and methods with a detailed presentation and shared information on carbon data analysis, especially in comparison with Europe and the world, and responded to questions about the project.
